A decorated reformist and thought leader in correctional services, gender, and human rights, Prof. Mwang’ombe is the recipient of multiple prestigious excellence service awards:
Prof. Jostinah holds a PhD in Economics (AIU - USA), a Masters in Economics (Kenyatta University), and a Bachelor of Arts in Economics (Maseno University, Kenya). She is also a Counseling Psychology student at Tangaza University, finalizing her research paper for graduation in December 2026.
A career Correction Officer, she currently serves as the Superintendent in Charge of Shimo Borstal Institution and Boys Education Centre (shimolatewaboyseducationcenter.sc.ke).
She authored the Juvenile Correction Model (2023) featured in her book "Transforming Juvenile Justice" (2025), embedding principles of human-rights-based approaches to juvenile justice within Kenya’s correctional system.

With 20+ years in the Kenya Prisons Service, she has led four female correctional facilities, including the only juvenile correctional facility for girls in Kenya — Kamae Girls Borstal Institution.
She pioneered the Through Care Women Correction Model (2022), implemented with NGOs including:

Prof. Jostinah is a Subject Matter Expert in child protection in post-conflict environments and juvenile justice in counter-terrorism contexts.
She helped develop the IIJ Detention Note on humane treatment of juveniles in counterterrorism contexts.
